Railla Puno
Executive Director
Railla leads Fair Transitions Lab’s strategic direction and organizational development. She brings expertise in climate governance, policy design, and institutional capacity building across Southeast Asia and the broader Asia-Pacific region.
Amiel oversees Fair Transitions Lab’s research portfolio and partnerships. He specializes in technology governance, digital policy, and equitable AI frameworks with a focus on ASEAN contexts.
Kate is a Senior Fellow focusing on maritime labor rights and just transition frameworks for Filipino seafarers under evolving international shipping and climate regulations, including the IMO Net Zero Framework.
Anna is a Senior Fellow specializing in critical minerals governance and deep sea mining policy, with a focus on equity implications for the Global South and aligning resource development with just transition principles in the Philippines.
